Abstract: The Colorado River Simulation System model has existed for decades for long-term planning and operations, but the simulation of compact calls has been too politically sensitive to incorporate into the model. In two projects, the Colorado River Water Availability Study and a NGO sponsored study to parallel the ongoing Basin Study, a methodology was implemented to simulate the potential effects of compact calls on Upper Basin water users.
