The Truckee River Operating Agreement was implemented on December 1, 2015. This complex operating agreement requires a precise daily accounting of the system, and monthly coordination of system operations to best meet the goals of the major parties in the basin. A daily timestep RiverWare operations and accounting model was developed by the TROA Planning Office in coordination with the Bureau of Reclamation’s Lahontan Basin Area Office and Precision Water Resources Engineering to facilitate implementation of this agreement. An overview of the RiverWare model, system components, and methodology will be presented, as well as a discussion of how the RiverWare model is used to support operational decisions of the TROA Administrator and basin stakeholders.
