Optimizing Flex Spill on the Columbia River for BPA Short Term Planning

ABSTRACT
The 2019-2020 Flexible Spill Agreement is a Pacific Northwest regional effort to implement a spill operation that provides benefits to both juvenile fish passage and power generation on the Columbia River. This new operation requires increased spill flow for juvenile fish passage but allows up to 8 hours per day of reduced spill and increased power generation. Additional constraints are in place for the 8 hours of increased power generation to mitigate impacts on fish passage. Within a tight timeline Bonneville Power Administration (BPA) coordinated with CADSWES to develop and implement model logic to optimize the flexible spill operation. This will be a joint presentation with BPA and CADSWES to describe the Flexible Spill Agreement constraints in more detail and explain the work completed on the RiverWare optimization model to include flexible spill in the solution.
