The Truckee River Operating Agreement (TROA) governs the operations of the Truckee River, which has its headwaters in Lake Tahoe and flows to Pyramid Lake in Nevada. After decades of negotiation, TROA was implemented in 2015 and allows innovative accounting transactions to meet multiple stakeholder objectives. A RiverWare model was developed as an accounting and operational decision support tool to facilitate the implementation of TROA. This presentation will cover the key features that were implemented into the RiverWare model to facilitate the initial implementation of TROA, and lessons learned after seven and a half years of Administering TROA.
