The Truckee River Operating Agreement is a comprehensive new operating agreement that will soon become the operative agreement in Truckee River Basin in California and Nevada. The agreement provides for several complex and innovative operational transactions that blend physical and accounting operations in the system. These provisions in TROA have been modeled in RiverWare and required collaborative effort between CADSWES, the model developers, and the Bureau of Reclamation. The presentation will survey several unique provisions of TROA, how recently developed features in RiverWare were leveraged to model them, and the modeling techniques that were employed by the model developers.
