TROA Model Unification and Verification

Presenter: Caleb Erkman — U.S. District Court Water Master's Office

ABSTRACT

The Truckee Basin stakeholders recently consolidated multiple RiverWare workspaces into a single model that supports historical accounting, seasonal operations planning, and long-term planning studies. To build confidence in this unified platform, an automated verification process was developed to re-simulate the previous ten years of TROA operations using current model logic.

The verification process allows stakeholders to directly compare simulated operations to what actually occurred on the river. These comparisons help identify unintended model behavior, evaluate the impacts of model changes, and provide insight into where planning assumptions differ from historical operations. In some cases, the analysis confirms that historical operations remain the best approach. In others, it highlights opportunities to improve future scheduling and water management through updated operating logic.

The process has become an important tool for vetting model updates, supporting stakeholder discussions, and improving confidence in planning analyses. This presentation will provide an overview of the verification framework, key findings from a decade of re-simulations, and lessons learned from using historical operations as a benchmark for maintaining and improving the TROA Model.
