Expanding a USACE Flood Control RiverWare Model for Municipal Water Supply Planning: The LRR-SA Model for Oklahoma City

ABSTRACT

The U.S. Army Corps of Engineers (USACE) maintains RiverWare models for flood control operations across its reservoir systems, but these models do not include the accounting frameworks or operating criteria needed to represent more complex multi-party water supply agreements. This presentation describes the development of the Lower Red River - Settlement Agreement (LRR-SA) RiverWare Model, which expands and enhances an existing USACE flood control model to incorporate the water supply accounting structure and operational criteria defined by Oklahoma City's 2021 Settlement Agreement and the physical configuration of the City's raw water infrastructure.

The model development process required integration of Oklahoma City's raw water system - including its diversions, conveyances, and storage facilities - into the existing USACE LLR-SA RiverWare model framework while preserving the Corps' operational criteria and constraints. Key development challenges included adapting the USACE RiverWare model to accommodate water supply accounting structures where necessary, representing Settlement Agreement allocations and operational criteria within RiverWare's rule-based simulation environment, and integrating water supply planning model capabilities within the existing routing framework.

This presentation focuses on the methodology used to bridge these two distinct modeling paradigms within a single RiverWare framework. Lessons learned regarding model architecture decisions, rule set structure, and accounting object configuration will be shared with the broader RiverWare user community.
